State income tax refund offset to collections?

I recently received a letter that my Ohio state income tax refund was offset to the AG's office. I called the office line and the automated account balance said I owe something like $5000. I literally have no idea what this could be. Never missed a payment on any account I have and checked all three credit reports, nothing. Haven't received a letter from the AG's office or calls from collections, just the tax offset letter. I spoke with an agent in the AG's office who said all they could tell me was it's from a collections agency and I would have to call them. I'm very wary of calling the collections agency. Any tips of how I should go about this? Only info I can find is for when collections agencies call you, not the other way around
