The remarkable thing is "Kremlin spokesman"'s statement more or less boiling down to "Russian generals are too dumb to be trusted with running the Ministry of Defense, we need a civilian here". I think that's the first time it was stated as openly.

I think it's huge that they were so direct about it and they seem to be signalling something that I can't quite figure out. The "civilian" tag here is a bit interesting since the guy is the former Deputy Prime Minister and the Economic Minister along with seeming to be a favored ally of Putin.
