In England these wavy fences were made because they use fewer bricks than a straight wall. A straight wall would require two rows of bricks to be sturdy.

I wonder what's the story of how these were first created

As with everything, there was an agricultural purpose.

That is actually pretty cool logic to apply to it and not just making something pretty.

Imagine trying to walk along the top
